UK Ethics Hotlines Now Cover Bullying and Harassment Too

The FCA's 1 September 2026 rule extends ethics-hotline scope at roughly 37,000 firms beyond financial wrongdoing to bullying, harassment and violence.

The UK's financial regulator, the FCA, is expanding ethics hotline scope for roughly 37,000 firms as of 1 September 2026: reportable misconduct no longer means financial wrongdoing alone — role-related bullying, harassment, and violence now qualify as well. This signals a broader shift: ethics hotlines worldwide are moving beyond a narrow "fraud line" definition toward systems that cover the full range of an employee's day-to-day experience. Probuddy Etik Hat has never limited its categories to financial matters alone, so this expansion is something it already covers.

Are Regulators Now Encouraging Employees to Report Directly to Them?

US SEC and DOJ award programs are steering employees to report to regulators directly rather than internally — making a trusted internal channel a competitive necessity.

A notable global trend is emerging in 2026: regulators are now encouraging employees to report directly to them rather than through internal channels. In the US, SEC and DOJ award programs offer concrete financial incentives in this direction — meaning internal reporting channels are no longer an optional show of good faith, but a competitive necessity for earning employee trust. The more trustworthy an internal channel is perceived to be, the earlier and more often employees choose to speak up internally. Probuddy Etik Hat's independent structure was designed precisely to close that trust gap.

Q2 2026 Regulatory Bulletin: Updates affecting whistleblowing systems

The impact of KVKK board decisions, EU directive implementation practices and changes in internal audit standards on ethics-line processes.

Highlights this quarter: On the KVKK side, the current board approach to retention periods for report records clarifies how the purpose-limitation principle applies to report files; we recommend reviewing your retention policy against your data-processing inventory.

Member-state audits are intensifying in EU directive implementation; for companies with EU subsidiaries or customers, it is critical that independent channels and feedback timelines (7-day acknowledgment, 3-month status update) are documentable. SLA tracking on the Probuddy platform reports these timelines automatically.

On the internal audit side, ethics-line data increasingly feeds into annual audit plans: you can export periodic comparison outputs from the panel to share category- and branch-based distribution reports with your audit committee.

Sector Whistleblowing Trend Report — H1 2026

Category distributions, resolution times and anonymity preferences across retail, manufacturing and services — benchmark your own organization.

Overview: In the first half of 2026, the busiest report categories were behavioral violations (harassment/mobbing and communication issues) and working conditions; financial misconduct reports are small in volume but remain the highest risk-score group.

There is a clear pattern in anonymity preferences: in organizations offering follow-up via ITN + Security Code, the anonymous submission rate rises, while in the same organizations the share of reporters who voluntarily reveal their identity at the end of the process also increases — as trust builds, openness grows.

The sector average for resolution times is improving; organizations using AI-assisted pre-classification noticeably shorten the first assessment step.

Ethics Committee Decision Examples and Rationale-Writing Guide

Through anonymized committee decisions: practices for consistent reasoning, proportionality and setting precedent.

Why it matters: The power of an ethics committee comes from consistency, not sanctions. When similar violations are not tied to similar outcomes, trust in the system erodes quickly. In this guide, we examine good examples of rationale writing through three anonymized decision files.

Three key principles: clearly citing the code-of-ethics article the decision rests on; stating the evidentiary standard (level of proof) in the decision; and proportionality — the outcome being proportional to the severity, recurrence and intent of the violation.

At the end of the guide there is a decision template and a rationale checklist your committee can use; you can request the template from our team.

Case Study: A file's journey from anonymous report to resolution

With anonymized excerpts from a real file: requesting additional information, communicating without revealing identity, and closing-survey steps.

File summary: At a manufacturing facility, an occupational-safety report submitted anonymously via a web form was recorded with an ITN and Security Code. AI pre-classification flagged the file as "OHS — high priority" and it was escalated to the ethics committee the same day.

The critical moment was the need for additional information: the committee requested shift and equipment details via the ITN — without revealing the reporter's identity; the reporter responded within 48 hours. After field verification, corrective action was planned and status updates were shared through the system.

At closure, the assessment survey sent to the reporter gave the process a full trust score. The lesson of the file: an anonymous channel does not have to be "communication-free" — with the right architecture, anonymity and dialogue go hand in hand.

Ethics Line Awareness Research — 2026 Findings

How well do employees know the ethics line, when do they use it, why do they hesitate? Key findings from field research.

Scope of the research: Awareness measurements conducted at organizations across different sectors examine employees' level of awareness of the ethics line, their intent to use it and the sources of their hesitation across three dimensions.

The most striking finding is the gap between awareness and trust: most employees know the line exists; but the intent to use it varies sharply with how visible the anti-retaliation guarantee is. In organizations where the anonymous follow-up option (ITN + Security Code) is explained, intent to use rises significantly.

The report shows that the three most effective tools for raising awareness are in-person training, real (anonymized) case sharing and open support from managers.

Year-End Ethics Manifesto Guide: Making transparency visible

Steps and best-practice examples for turning the year's ethics data into a manifesto shared with stakeholders.

What is an Ethics Manifesto? It is a year-end document that shares the ethics indicators an organization has collected throughout the year — report volume, category distribution, resolution rate and Ethics Score — with stakeholders in a transparent summary, without exposing individuals.

A good manifesto rests on three principles: honesty (not only good news but also areas for improvement are shared), comparability (a comparison with the previous period is provided) and commitment (concrete targets for the coming year are announced).

The guide includes a recommended section structure, indicator selection and a communication timeline for the manifesto.
